Carmarthenshire County Council advertised a competition for the redevelopment of the Eastern Quarter and invited developers to submit expressions of interest. The shortlisted developers were issued with a brief which identified a site extending to approximately 1.8ha (4.5 acres) bounded by Stepney Place, Swansea Castle roundabout, Bridge Street, Water Street, the rear of properties on Park Street and the rear of the St Elli Centre.

Asbri Planning Limited sought to address sensitive issues relating to the development of the site and its relationship with the town centre as well as technical issues relating to the impact of the development on the drainage regime in the area and its impact on the setting of the adjacent listed building.
Through a detailed assessment of the impacts of the development presented in a Environmental Statement, it was possible to successfully show that any impacts could be mitigated, resulting in planning permission being secured.
