Project description
- A major strategic housing-led mixed use development, one of four identified in the emerging Swansea Local Development Plan, for 1,000 dwellings, which would allow Bellway Homes to develop in the Plan Period up to 2025 for a range and choice of housing opportunities.
- Provision of a new primary school and additional community and commercial uses which would form a hub which would also link with existing facilities in the area
- A link road – connecting the A4240 Gorseinon Road with the A483 which has the potential to remove through traffic along the A4240 and A48 through Penllergaer and relieve congestion at Junction 47 of the M4.
- Allowance for sensitive landscape and ecology impacts and retention of large areas of open land for open space and amenity.
Our input
Asbri Planning have worked on the project as planning consultants since late 2012. Positive meetings with City and County of Swansea planning officers commented that in view of the existing dispersed nature of the settlement pattern, new development in Penllergaer should seek to create a focus in the form of new services and facilities while also improving local connectivity. A scheme which demonstrated convincingly how an appropriate form of development could be achieved would be more likely to be accepted as a future strategic land allocation in the LDP.
With the above in mind, Asbri Planning assembled a team which examined the characteristics and capacity of the site in terms of Landscape, Ecology, Transport, Drainage and Masterplanning. Following consideration of development options a promotion document was prepared which directly led to the identification of the site as a strategic release in the LDP Preferred Strategy and on draft Deposit Plan Proposals Maps.
